Core rules
- Use
date.originalfor humanitarian publication trends. - Use
primary_countryfor country rankings to reduce multi-country double counting. - Use published ReliefWeb records for public analytical displays.
- HISI measures information-system intensity and diversity, not humanitarian severity.
- Source diversity is not equivalent to independent corroboration.
- Country profiles are enriched for the highest-volume countries to conserve ReliefWeb API quota.
- Regional views aggregate the same country-level information signals and should not be interpreted as severity rankings.
- The Network Explorer visualizes co-occurrence within the synchronized ReliefWeb corpus. A connection is an information relationship, not proof of causality or organizational coordination.
